Policy leaders look to quality data and statistics to help inform and guide programmatic decisions. As a result, assessing the quality and validity of major household surveys in capturing accurate program participation is essential. One method for evaluating survey quality is to compare self-reported program participation in surveys to administrative records from the program itself. In this paper, we are interested in understanding two issues.

To help individuals successfully reenter society after time in jail, the U.S. Department of Labor (DOL) awarded $10 million in grants to 20 local workforce development boards (LWDBs) in June 2015 for the Linking to Employment Activities PreRelease (LEAP) initiative. Central to the LEAP initiative was creating jail-based American Job Centers (AJCs) with direct linkages to community-based AJCs.

Modeling the impacts of child care quality on children's preschool cognitive development

The National Institute of Child Health and Human Development (NICHD) Study of Early Child Care compared 3 statistical methods that adjust for family selection bias to test whether child care type and quality relate to cognitive and academic skills. The methods included: multiple regression models of 54-month outcomes, change models of differences in 24- and 54-month outcomes, and residualized change models of 54-month outcomes adjusting for the 24-month outcome. The study was unable to establish empirically which model best adjusted for selection and omitted-variable bias.

This volume and its companion volumes are the first of two reports designed to share the experiences of the 17 Early Head Start research programs with others. The first report focuses on the programs early in their implementation (fall 1997), approximately two years after they were funded and one year after they began serving families. Volume I examines the characteristics and experiences of the 17 research programs from a cross-site perspective, focusing on the similarities and differences among the programs in fall 1997.

Within and beyond the classroom door: Assessing quality in child care centers

This study reports data from a multisite study of typical center-based child care and children’s development regarding (a) associations among quality of care defined by structural features, process indicators, and compliance with state regulations, (b) variation in quality based on the stringency of state child care regulations and center compliance, and (c) specific quality indicators that show especially strong links to children’s experiences in child care.

Understanding the intersection between TANF and Refugee Cash Assistance

Since 1975, the United States has resettled more than three million refugees whose diversity of skills, education, and culture requires that public and private organizations assisting them be able to provide a wide range of services. Upon arrival in the United States, two federally funded cash assistance programs help low-income refugees on their path to self-sufficiency: Temporary Assistance for Needy Families (TANF) for those with dependent minor children and Refugee Cash Assistance (RCA) for those who do not qualify for TANF.

This study—authorized by the 2010 Child Nutrition Act—tests innovative strategies to end childhood hunger and food insecurity. The interim evaluation report describes (1) the demonstration projects, (2) planning and early implementation activities, and (3) findings from the baseline data collection for four projects located within Chickasaw Nation, Kentucky, Nevada, and Virginia. A fifth demonstration project was implemented in Navajo Nation but not evaluated due to changes in program design. The demonstrations occurred during 2015-2017 and operated for 12 to 24 months.

Preconception health indicators: A comparison between non-Appalachian and Appalachian women

To compare preconception health indicators (PCHIs) among non-pregnant women aged 18–44 years residing in Appalachian and non-Appalachian counties in 13 U.S. states. Data from the 1997–2005 Behavioral Risk Factor Surveillance System were used to estimate the prevalence of PCHIs among women in states with ≥1 Appalachian county. Counties were classified as Appalachian (n = 36,496 women) or non-Appalachian (n = 88,312 women) and Appalachian counties were categorized according to economic status.
