We estimate the effect of grant aid on poor college students’ attainment and earnings using student-level administrative data from four-year public colleges in Texas. To identify these effects, we exploit a discontinuity in grant generosity as a function of family income. Eligibility for the maximum Pell Grant significantly increases degree receipt and earnings beginning four years after entry. Within 10 years, imputed taxes on eligible students’ earnings gains fully recoup total government expenditures generated by initial eligibility.
The HUD-VA Supportive Housing (HUD-VASH) program combines HUD’s housing choice vouchers, administered by public housing authorities (PHAs), with VA case management to offer homeless Veterans permanent supportive housing. The HUD-VASH Exit study, commissioned by HUD and VA, investigated HUD-VASH at four sites: Houston, TX; Los Angeles and Palo Alto, CA; and Philadelphia, PA. The study examined program implementation, the movement of Veterans from homelessness to being housed, and the nature of Veterans’ exits from HUD-VASH.

This report summarizes findings from a study to develop and pre-test a human trafficking screening tool with 617 youth in runaway and homeless youth (RHY) and child welfare (CW) settings. The tool was found to be accessible, easy to administer, and effective in identifying trafficked youth in these settings, though additional research is needed. (Author summary)
This report is a three-year evaluation of the Financial Empowerment Center initiative's replication in 5 cities (Denver, CO; Lansing, MI; Nashville, TN; Philadelphia, PA and San Antonio, TX). Financial Empowerment Centers (FECs) offer professional, one-on-one financial counseling as a free public service. The evaluation draws on data from 22,000 clients who participated in 57,000 counseling sessions across these first 5 city replication partners, and provides additional evidence of the program's success. The purpose of the Rent Reform Demonstration is to test an alternative to the current rent-setting system for families using housing choice vouchers (HCV). The goals of the alternative rent-setting model now being tested are to incentivize employment and reduce the complexity and burden (and, thus, the cost) of administering the rent policy, while not causing unnecessary hardship for HCV households.
This document lays out a plan for the cost-benefit analyses (CBAs) that will be conducted for up to six of the nine Pathways for Advancing Careers and Education (PACE) programs. The Career Pathways Intermediate Outcomes (CPIO) study is evaluating the intermediate impacts and outcomes of the PACE programs. The CBAs cover the three-year period after study enrollment.
Despite increased spending on child support enforcement in the United States over the past 30 years, child support collections remain around 40 percent. Child support is a gendered phenomenon, typically involving a transfer of funds from noncustodial fathers to custodial mothers in most cases. We argue that new norms of separated fatherhood and motherhood may contribute to low rates of child support compliance.
