Under contract to SSA, Mathematica Policy Research conducted a rigorous evaluation of the Youth Transition Demonstration (YTD) projects using a random assignment evaluation design. Across the six project sites, more than 5,000 youth enrolled in the evaluation and were randomly assigned to either a treatment group that could participate in the YTD projects or a control group that could not. Mathematica and its partners in the evaluation conducted site-specific analysis to assess the impacts of the interventions one year and three years after youth enrolled in the evaluation.
The transition to adulthood for youth with disabilities, particularly youth receiving Supplemental Security Income (SSI) or other disability program benefits, can be especially challenging. In addition to the host of issues facing all transition-age youth, young people with disabilities face special issues related to health, social isolation, service needs, and lack of access to supports. These challenges complicate their planning for future education and work, and often lead to poor educational and employment outcomes, high risk of dependency, and a lifetime of poverty.
Since 1975, the United States has resettled more than three million refugees whose diversity of skills, education, and culture requires that public and private organizations assisting them be able to provide a wide range of services. Upon arrival in the United States, two federally funded cash assistance programs help low-income refugees on their path to self-sufficiency: Temporary Assistance for Needy Families (TANF) for those with dependent minor children and Refugee Cash Assistance (RCA) for those who do not qualify for TANF.
This report summarizes the implementation and evaluation of the Accelerating Connections to Employment (ACE) program. The ACE program model is designed to improve employment and employment-related outcomes for low-skilled workers through formal partnerships between Workforce Investment Boards (WIBs) and community colleges. Implemented at nine sites across four states (Maryland, Texas, Connecticut and Georgia) from 2012 to 2015, ACE provided training, support services, job readiness and job placement support to 1,258 participants.

The education reform debate is dominated by efforts to make high-poverty schools work better, but this report suggests that a more promising strategy involves providing low-income families a chance to live in more-advantaged neighborhoods, where their children can attend low-poverty public schools. Housing Policy Is School Policy, conducted by Heather Schwartz of the RAND Corporation, compares two strategies being used by Montgomery County, Maryland, that have shown promising results for their public schools. With welfare reform, appropriations for child care subsidies have increased with the goal of increasing the employability of welfare leavers while promoting children's access to quality, affordable child care. Yet, not all low-income eligible families use child care subsidies. Understanding which low-income families use child care subsidies and which do not will provide initial insights into the nature and effectiveness of the child care subsidy system. Does the child care subsidy program equally serve families from diverse cultural backgrounds?
