    This qualitative study examines low-income San Franciscans’ decision-making around using or not using food from food banks and government food assistance programs. This project will help understand the in-depth processes that underlie low-income people’s decisions around food assistance, and therefore help public and private stakeholders improve systems of food assistance delivery, particularly around increasing take-up of healthy foods like fresh produce. Using approximately 60 in-depth interviews with low-income San Franciscans, this study will address the following questions: (1) What are the most prevalent reasons for non-use among low-income individuals who do not access food bank services? (2) How do the prevalence of these reasons differ by groups of individuals (parents of schoolchildren, residents of low-income housing projects, and unemployed individuals)? (3) How and why do non-users interface with other government food assistance programs like food stamps, school meals, etc.? And (4) How and why do nonusers utilize cheap, unhealthy food like fast food and “junk” food...

    This study examines the extent to which geographic variation in Food Stamp Program (FSP) participation is explained by place-based factors, with special attention to the case of the three poorest regions of the United States: Central Appalachia, the Texas Borderland, and the Lower Mississippi Delta. We use descriptive statistics and regression models to assess the prevalence and correlates of county-level FSP participation circa 2005. Our findings show that the economic distress that has long characterized Appalachia, the Borderland, and the Delta clearly translates into greater reliance on the FSP relative to other areas of the country. State-level effects and local-level variations in poverty, labor market conditions, population structure, human capital, and residential context explain much of this reality. Yet, even after taking all of these factors into account, these regional geographies remain home to particularly high FSP participation.     Using data from the National Health and Nutrition Examination Survey, we examine the relationship between nutritional status, poverty, and food insecurity for household members of various ages. Our most striking result is that, while poverty is predictive of poor nutrition among preschool children, food insecurity does not provide any additional predictive power for this age group. Among school age children, neither poverty nor food insecurity is associated with nutritional outcomes, while among adults and the elderly, both food insecurity and poverty are predictive. These results suggest that researchers should be cautious about assuming connections between food insecurity and nutritional outcomes, particularly among children. (Author abstract)

    Background Food store availability may determine the quality of food consumed by residents. Neighborhood racial residential segregation, poverty, and urbanicity independently affect food store availability, but the interactions among them have not been studied. Purpose To examine availability of supermarkets, grocery stores, and convenience stores in US census tracts according to neighborhood racial/ethnic composition, poverty, and urbanicity. Methods Data from 2000 US Census and 2001 InfoUSA food store data were combined and multivariate negative binomial regression models employed. Results As neighborhood poverty increased, supermarket availability decreased and grocery and convenience stores increased, regardless of race/ethnicity. At equal levels of poverty, Black census tracts had the fewest supermarkets, White tracts had the most, and integrated tracts were intermediate. Hispanic census tracts had the most grocery stores at all levels of poverty. In rural census tracts, neither racial composition nor level of poverty predicted supermarket availability.     Between 1968 and 2013, the poverty rate of young children age 0 to 5 years fell by nearly one third, in large part because of the role played by anti-poverty programs. However, young children in the U.S. still face a much higher rate of poverty than do older children in the U.S. They also continue to have a much higher poverty rate than do young children in other developed countries around the world. In this paper, we provide a detailed analysis of trends in poverty and the role of anti-poverty programs in addressing poverty among young children, using an improved measure of poverty, the Supplemental Poverty Measure. We examine changes over time and the current status, both for young children overall and for key subgroups (by child age, and by child race/ethnicity). Our findings can be summarized in three key points. First, poverty among all young children age 0–5 years has fallen since the beginning of our time series; but absent the safety net, today's poverty rate among young children would be identical to or higher than it was in 1968.
