    Until communities offer multiple pathways to connect with ladders of opportunity, many young families headed by OSOW youth will be unable to achieve financial independence. To break the cycle of poverty, many human service organizations use two-generation approaches with “young families” (that is, families with children in which the parent is an OSOW young person ages 15–24 years). One hallmark of these two-generation approaches is the use of strategies that address the developmental needs of the young parents, their children, and the families as a whole. The National Human Services Assembly (NHSA), an association of America’s leading nonprofit human service providers, conducted an exploratory study of two-generation programs already in place within its member organizations. The Annie E. Casey Foundation (AECF) supported this effort, which sought to document quality two-generation programs and identify program elements that strengthen young families. The study eventually engaged 32 NHSA members and affiliates in sharing their knowledge about two-generation approaches and...

    Most of the authors in this issue of Future of Children focus on a single strategy for helping both adults and children that could become a component of two-generation programs. Lindsay Chase-Lansdale and Jeanne Brooks-Gunn, on the other hand, look at actual programs with an explicit two-generation focus that have been tried in the past or are currently under way.

    These explicitly two-generation programs have sought to build human capital across generations by combining education or job training for adults with early childhood education for their children. Chase-Lansdale and Brooks-Gunn explain the theories behind these programs and review the evidence for their efficacy. These Two-Generation 2.0 programs are still in their infancy, and we have yet to see clear evidence that they can achieve their goals or be implemented cost-effectively at scale. Nonetheless, Chase-Lansdale and Brooks-Gunn write, the theoretical justification for these programs is strong, their early results are promising, and the time is ripe for innovation, experimentation, and further study.     The recent economic downturn has tremendously impacted communities and families in the United States, especially young families. There is a growing chorus of voices calling for new models and solutions that meet the needs of both young parents and their children collectively. Two-generation programming provides an important poverty reduction roadmap for young families, making service providers, policy makers, and government officials critical stakeholders in moving this strategy forward. This policy report summarizes findings from direct service providers and advocates in advancing two-generation strategies. The recommendations outline both federal and state-level policies and regulatory actions to strengthen this approach. It also addresses critical organizational capacity imperatives for existing direct service providers. These policy priorities should provide a comprehensive framework to support young parents and their children toward economic mobility. (author abstract)

    Two-generation programs provide education and training services for parents while their children attend early childhood education programs. This study examines the rates of persistence and certification of parents in one of the only two-generation interventions in the country under study, CareerAdvance®, which offers training in the healthcare sector to parents while their children attend Head Start (n = 92). Results indicate that 16 months after enrolling in CareerAdvance®, 76% of participants attained at least one workforce-applicable certificate of the program and 59% were still in the program. The majority of parents who left the program during the 16 months had attained a certificate (68%). Parents with high levels of material hardship were more likely to attain a certificate and stay enrolled in the program, and parents with higher levels of psychological distress were less likely to attain a certificate in the same time period. Implications for future two-generation programming are discussed. (Author abstract)

    The 2016 presidential election has brought to the fore proposals to fundamentally restructure the U.S. anti-poverty safety net. Even though much of the current debate centers on shrinking or eliminating federal programs, we believe it is necessary and useful to explore alternatives that represent new approaches and significant innovations to existing policy and programs. This double issue of RSF: The Russell Sage Foundation Journal of the Social Sciences builds on and extends the scholarly conversation on the state of current U.S. anti-poverty policy by high-lighting a collection of related innovative and specific policy proposals for the United States. Well before the election, the authors of the articles in this volume were explicitly tasked with proposing substantially new policies solidly grounded in social science evidence that have the potential to transform anti-poverty policy. Assuming the goal to be reducing poverty among the U.S. population, we asked what new ideas should be seriously considered. The authors responded with carefully crafted proposals that tackle poverty...
