    The Welfare-to-Work (WtW) Grants Program, authorized by the Balanced Budget Act of 1997, provides federal funding to states and local organizations to help welfare recipients and other low-income parents move into employment, stay employed, and improve their economic situation. Low-income noncustodial parents (NCPs) (mainly fathers) of welfare children are among the main target groups for WtW services, along with custodial parents who are receiving cash assistance under the Temporary Assistance for Needy Families (TANF) program and moving from welfare to work. This focus reflects policymakers' growing interest in strategies to increase the employment and earnings of noncustodial fathers and thereby improve their ability to provide financial support for their children and play an active role in their lives.

No single strategy or set of services predominates. Rather, local grant recipients have discretion in developing and implementing program models, within the parameters of the WtW regulations. Thus, the experiences of these programs illustrate a variety of strategies and approaches that are being implemented around the nation and highlight key issues that must be addressed to serve this population group.     Since the establishment of the Temporary Assistance for Needy Families (TANF) program, much attention has been given to reductions in the number of welfare cases. Welfare cases declined nationally by 52 percent between 1996 and 2001; however, child-only cases declined by much less. Thus, while the number of child-only cases has fluctuated over time, their proportionate share of the TANF caseload has increased. Children in TANF child-only cases with relative caregivers occupy uncertain territory between the TANF and the child welfare service systems. Since these children are exempt from work requirements and not expected to move to self-sufficiency prior to adulthood, they are not well aligned with the TANF agency’s expectations and service offerings. Because they have not been identified as having experienced maltreatment, they are outside the child welfare system’s protective mandate, although they may be in need of supportive services.     Using data from the 1997 and 1999 National Surveys of America's Families, the authors examine the consequences of state welfare policies and practices on the living arrangements of low-income families with children. Results from a multivariate difference-in-difference-in-differences model suggest that more effective collection of child support and family cap policies are correlated with declines in single parenting and increases in dual parenting. Other policies such as sanctions and special restrictions that apply to two-parent families have no clear, consistent association with living arrangements. © 2004 by the Association for Public Policy Analysis and Management.     The Community Coalition Partnership Programs for the Prevention of Teen Pregnancy (CCPP) was a seven-year (1995–2002) demonstration program funded by the Centers for Disease Control and Prevention (CDC) Division of Reproductive Health conducted in 13 U.S cities. The purpose of the CCPP was to demonstrate whether community partners could mobilize and organize community resources in support of comprehensive, effective, and sustainable programs for the prevention of initial and subsequent pregnancies. This article provides a descriptive overview of the program origins, intentions, and efforts over its planning and implementation phases, including specific program requirements, needs and assets assessments, intervention focus, CDC support for evaluation efforts, implementation challenges, and ideas for translation and dissemination. CDC hopes that the experiences gained from this effort lead to a greater understanding of how to mobilize community coalitions as an intervention to prevent teen pregnancy and address other public health needs.     This report describes the first year of activities of the 14 tribes and tribal organizations who in 2011 received demonstration grants from the Office of Family Assistance (OFA) for Coordination of Tribal TANF and Child Welfare Services to Tribal Families at Risk of Child Abuse or Neglect.  The overarching goal of the Study of Coordination of Tribal TANF and Child Welfare Services is to document the way in which the tribal grantees are creating and adapting culturally relevant and appropriate approaches, systems, and programs to increase coordination and enhance service delivery to address child abuse and neglect.

    Low-income families such as those who qualify for TANF are generally at greater risk for child maltreatment than other families.
