The SSRC Library allows visitors to access materials related to self-sufficiency programs, practice and research. Visitors can view common search terms, conduct a keyword search or create a custom search using any combination of the filters at the left side of this page. To conduct a keyword search, type a term or combination of terms into the search box below, select whether you want to search the exact phrase or the words in any order, and click on the blue button to the right of the search box to view relevant results.

  • Conduct a search and filter parameters as desired.
  • "Check" the box next to the resources for which you would like a citation.
  • Select "Download Selected Citation" at the top of the Library Search Page.
  • Select your export style:
    • Text File.
    • RIS Format.
    • APA format.
  • Select submit and download your citations.

The SSRC Library includes resources which may be available only via journal subscription. The SSRC may be able to provide users without subscription access to a particular journal with a single use copy of the full text.  Please email the SSRC with your request.

The SSRC Library collection is constantly growing and new research is added regularly. We welcome our users to submit a library item to help us grow our collection in response to your needs.

    Teaming up with the National Association of Workforce BoardsUpSkill America developed a new tool that explains just how these organizations can help you. The tool provides an overview of what the public workforce system does and connects you to resources to start taking advantage of its services.

    This tool is the latest in a series released in the past year, thanks to a grant from Walmart to support UpSkill America’s work to equip businesses with tools to educate, train, and support frontline workers’ development to advance their careers.     The Health Profession Opportunity Grants (HPOG) Program awards grants to organizations that provide education and training to Temporary Assistance for Needy Families (TANF) recipients and other low-income individuals for healthcare occupations that pay well and are in high demand. A National Evaluation of 27 grants awarded in 2015 as part of the second round of HPOG grants (HPOG 2.0) is currently underway. The National Evaluation Descriptive Evaluation will include an interview study of participant experiences in HPOG 2.0.

    This report presents a research design plan for the interview study of participant experiences. The goal of these in-depth interviews is to gain insights into the motivations, decision making, expectations, and experiences of HPOG 2.0 program participants. The interview study will draw on interviews with up to 140 HPOG 2.0 program participants selected from across the country. (Author abstract)

    OPRE’s research in the area of welfare and family self-sufficiency is designed to expand knowledge about effective programs to promote employment, self-sufficiency, and economic well-being among low-income families. Research focuses on five major areas: Temporary Assistance for Needy Families (TANF), Employment and the Labor Market, Education and Training, Behavioral Science, and Cross-Cutting and Other Safety Net Research. Within these areas, OPRE funds experimental impact evaluations, implementation evaluations, and descriptive research projects aimed at informing the design and implementation of programs. OPRE also invests in activities to disseminate rigorous research on welfare and family self-sufficiency topics. This Portfolio of Research in Welfare and Family Self-Sufficiency describes major welfare and family self-sufficiency research projects sponsored by OPRE in Fiscal Year 2018.     This report identifies services that help low-income individuals and households achieve upward economic mobility and explores how affordable housing providers offer them. We begin by presenting key economic mobility concepts and definitions. We then discuss the research evidence on interventions across sectors and disciplines that help individuals and households to achieve upward economic mobility. In the third section of this report, we present our findings from interviews with leading organizations and initiatives in the field. Finally, we discuss challenges for affordable housing providers seeking to help their residents achieve economic mobility and opportunities for future research. The report includes lists and profiles of organizations that are offering promising economic mobility strategies. Five key lessons from interviews are highlighted in a related research brief.     Transitional youth are young people ages 16 to 24 who leave foster care without being adopted or reunited with their biological families and/or who are involved in the juvenile justice system, where they may be in detention or subject to terms of probation. With childhoods often marked by trauma and a lack of stability, transitional youth face notoriously poor outcomes across many areas of life. Pay for success (PFS) may provide an opportunity to address some of the challenges faced by transitional youth and the difficulties in serving them. To further explore this opportunity, the Urban Institute initiated a Community of Practice, a collaborative of researchers, practitioners, and local government officials that came together to discuss the most pressing challenges facing youth aging out of foster care and/or involved in the juvenile justice system and the potential for PFS to fund programs that address these challenges.
