    This series of research briefs explores issues of family homelessness that are especially relevant to HHS, to state and local decision makers, and for programs. The Child Separation among Families Experiencing Homelessness brief explores child separations among families experiencing homelessness. It builds upon the fourth brief in this series, “Child and Partner Transitions among Families Experiencing Homelessness,” which looked at family separations and reunifications in the 20 months after being in emergency shelter and the association between family separation and recent housing instability following an initial shelter stay. This new brief provides a more detailed examination of these families and their children before and after the initial shelter stay, revealing more extensive and persistent levels of child separation. It gives detailed characteristics of separated children and examines whether future child separation after a shelter stay is related to either housing instability of previous separations.     Key Findings and Highlights

    One hundred forty-one programs across 33 states and territories reported primarily serving at least one highly vulnerable population. These programs served about 15,500 youth each year, and most operated in out-of-school settings. Most programs primarily serving highly vulnerable populations reported serving primarily youth in foster care or in adjudication systems. Most youth in these programs were ages 15 to 18 and were sexually active before entering the program. After PREP, about half the youth in these programs reported they were less likely to have sex in the next six months, and a large majority reported they were more likely to use condoms and birth control if they have sex.

Most youth in these programs reported being White or Black or African American, and most were ages 15 to 18. About two-thirds of youth reported being sexually active before entering the program.     Children need stability to thrive, but for the more than 36,000 children in Michigan’s elementary, middle and high schools who face homelessness, stability is often elusive. Under federal education law all children and youth who “lack a fixed, regular, and adequate nighttime residence” are homeless. These children not only lack a stable place to call home, they are more likely to transfer schools, have long commutes, struggle with poor health, and be chronically absent than their non-homeless peers. All of these daily challenges place homeless students at a greater risk for not meeting grade-level standards and for dropping out of school. Recent research in the State of Michigan has shown homelessness among children to be a key factor predicting student achievement in both rural and urban areas, yet little attention has been given, thus far, to understanding where homeless students in Michigan attend school and how their needs might differ depending on their geographic location.     Over the past 30 years, prevention science in the adolescent health field has moved from interventions focused on preventing single problem behaviors to efforts employing a dual approach, addressing risk factors that predict problems while simultaneously nurturing protective factors and promoting positive development. Through an examination of previous research and empirical case examples with vulnerable youth, this article considers the hypothesis that adolescents’ sense of connectedness to caring adults acts as a protective factor against a range of risk behaviors. Multivariate analyses with existing data examined indicators of youth–adult connectedness among two groups at high risk for poor health outcomes: (1) mentor–youth relationship quality in an urban, ethnically diverse sample of students in a school-based mentoring program (2014 survey, N=239); and (2) parent–youth connectedness in a statewide sample of high school students who reported homelessness in the past year (2013 survey, N=3,627). Among students who experienced homelessness, all measures of parent connectedness were significantly associated with lower sexual risk levels. Collectively, findings from these analyses and previously published studies by this research group provide evidence that strong, positive relationships with parents and other caring adults protect adolescents from a range of poor health-related outcomes and promote positive development. Youth–adult connectedness appears to be foundational for adolescent health and well-being. Program, practice, and policy decisions should consider what strengthens or hinders caring, connected youth–adult relationships. (Author abstract)
