    This report evaluates the New York City-based Arches Transformative Mentoring program, finding that participation in the program reduces one-year felony reconviction by over two-thirds, and reduces two-year felony reconviction by over half, with especially profound impacts for the youngest program participants. The program's evidence-based curriculum is completed over a 6-12-month period and delivered in a group setting by "credible messengers," direct service professionals with backgrounds similar to the populations they serve. The evaluation recommends continuing and even growing the Arches program by tailoring the curriculum to align with participant experiences, providing more mentor training, offering opportunities for full-time employment, and expanding the program's length, alumni engagement, and age range.     A key challenge facing policymakers and program administrators is how to develop effective strategies to help Americans facing economic challenges, particularly the long-term unemployed, to succeed in the labor market. During the deep recession of 2008-2009, an unprecedented number of workers lost their jobs and many remained under- or unemployed, even as the economy recovered. Identifying what strategies that can help them regain their economic footing has been a priority, with a particular interest in employment in higher-paying middle- and high-skill jobs that are in demand by American businesses.

RTW grants went to partnerships of workforce agencies, training providers, employers, and other organizations, to improve the employment prospects of the long-term unemployed by providing a range of customized services including training and job search assistance. The intent of the RTW grant program is to establish programs that might prove effective in preparing U.S. workers for employment, particularly in occupations and industries being filled by foreign workers through the H-1B visa program. In 2014, DOL awarded four-year grants totaling $170 million to 23 grantees, with individual awards ranging from $3 to $10 million.

    DOL's Employment and Training Administration, in collaboration with the Chief Evaluation Office, sponsored a rigorous evaluation of the RTW grant program. The evaluation includes an implementation and impact study and is being conducted by Abt Associates and its partner MEF Associates. In consultation with DOL, the evaluation team purposively selected four grantees for study based on their program design and scale.

    This report documents early findings from the evaluation's implementation study of the four grantees. For each grantee, the report describes the design and operation of its grant-funded program components, including staff guidance, occupational training, employment readiness and job search assistance, work-based training, and other services individualized to each participant's needs and skill gaps. The report also presents key findings related to the implementation and operation of the programs. Future reports will examine the effectiveness of the four grantee programs individually in improving participants' education and employment outcomes. (Author abstract)

    At the turn of the 21st century, employment rates among American teenagers and young adults began falling dramatically, a trend that accelerated during the Great Recession and has since reversed little. In this context, public programs that provide paid summer jobs to young people may play an especially important role in providing early work experiences to teenagers and young adults who would not otherwise have them. Participants benefit by earning immediate income and may also learn valuable work-related soft skills that could help them in the future. This report examines the impacts of the nation’s largest summer youth jobs program — New York City’s Summer Youth Employment Program (SYEP) — on young people’s education, employment, and earnings. MDRC’s evaluation, which is funded by the U.S. Department of Labor and a private foundation, includes a sample of nearly 265,000 young adults who applied to SYEP for the first time between 2006 and 2010.     This report presents interim impact and implementation findings of seven transitional jobs programs from the U.S. Department of Labor’s Enhanced Transitional Jobs Demonstration. Two of the sites in that study — in Atlanta and San Francisco — are also a part of ACF’s Subsidized and Transitional Employment Demonstration. The two studies closely coordinated beyond the shared sites, including shared reports, common data collection instruments, and other ongoing collaboration.

    The report shares early results in the areas of implementation, employment outcomes, recidivism, and child support payment.

    Early results include:

    • The Enhanced Transitional Jobs Demonstration programs were relatively well implemented.
    • All but one of the programs generated large increases in employment in the early months of follow-up; however, these increases were mostly or entirely the result of the transitional jobs and faded as participants left those jobs.
    • Two of the three programs targeting people recently released from prison appear to have reduced recidivism....
