    For many families, child care is a necessity for economic self-sufficiency, as without it caretakers cannot enter and stay in the workforce. However, for many low-income families, child care expenses are so high that they often cannot afford it without government support. Also problematic is that government-supported child care benefits are incrementally lost as a family’s income increases, but often before sufficient income can be sustained to replace that support. This is known as the child care cliff. The focus of this study was to understand how families make decisions about child care and government support when facing this cliff. This article details a mixed-methods study that revealed that families use a combination of resources to make up their income package that they need to manage everyday survival, including government benefits, wages, and social supports.     In 2000, HUD, in recognition that any solution to homelessness must emphasize housing, targeted its McKinney-Vento Act homeless competitive programs towards housing activities. This policy decision presumed that mainstream programs such as Medicaid, TANF and General Assistance could pick up the slack produced by the change. This study examines how seven communities sought to improve homeless people’s access to mainstream services following this shift away from funding services through the Supportive Housing Program (SHP). By examining the different organizations used and activities undertaken by communities to maximize homeless people’s access to mainstream benefits and services, this study provides communities with models and strategies that they can use. It also highlights the limits of what even the most resourceful of communities can do to enhance service and benefit access by homeless families and individuals. (author abstract)

    Americans change residences frequently. Residential mobility can reflect positive changes in a family's circumstances or be a symptom of instability and insecurity. Mobility may also change neighborhoods as a whole. To shed light on these challenges, this report uses a unique survey conducted for the Making Connections initiative. The first component measures how mobility contributed to changes in neighborhoods' composition and characteristics. The second component identifies groups of households that reflect different reasons for moving or staying in place. The final component introduces five stylized models of neighborhood performance: each has implications for low-income families' well-being and for community-change efforts. (author abstract)

    This report reviews recent trends for social and economic conditions in the 10 metropolitan areas that form the context for the neighborhood programs being implemented as a part of the Annie E. Casey Foundation’s Making Connections (MC) initiative. It finds that the sites are strikingly diverse along many dimensions and in are many ways representative of the diversity in conditions and trends across America’s metropolitan areas. In almost all cases, these areas’ economies followed the pattern of the nation over the past decade—booming in the late 1990s, declining over the first two years of this decade, and then partially recovering through 2007. But there were stark contrasts. Since 2002, for example, two MC metros attained among the nation’s highest rates of employment growth (Denver and Seattle) while two others experienced serious declines (Oakland and Milwaukee). Although there were important differences in magnitudes, all sites shared in a number of trends: minority groups growing as a share of total population and improvements in several social indicators (e.g., in crime...

    In the second fact sheet we examine what percent of respondents in low-income neighborhoods received financial help in the last 12 months from families and friends or from other people they live with. Overall, 25 percent of respondents received financial help from families and friends. This figure differs substantially by nativity. Moreover, the patterns of receiving help from family and friends are fairly similar across race and ethnic groups for U.S.-born respondents, whereas the percent of immigrant respondents who received help from family and friends differed sizably among region of origin.
