    The Pathways for Advancing Careers and Education (PACE) evaluation is a study of nine promising programs that use a “career pathways” framework for increasing education, employment, and self-sufficiency among low-income individuals and families. Funded by the Administration for Children and Families (ACF) within the U.S. Department of Health and Human Services, PACE will include three points of participant follow-up—at 18 months, three years, and six years after random assignment.     This Analysis Plan is for the second round of reports, covering three years after random assignment. This is the second supplement to the Evaluation Design Report (Abt Associates 2014), which provided general plans for the PACE evaluation. The first supplement (Abt Associates 2015) was the Analysis Plan for the PACE Implementation and Early Impact Study, covering each program’s implementation and impacts in the first 18 months after random assignment. This Analysis Plan provides more details than the earlier documents for the third-year analyses, including detailed specification of the participant outcomes measured.

    To address these labor market challenges, many have turned to America’s workforce development system. Recent efforts from Congress and the White House confirm that policymakers are serious about expanding job-training opportunities. But even with the heightened focus, a shockingly small percentage of individuals leveraging the workforce system combine available Department of Labor training funds with money from other federal and state programs—despite that many more might qualify for additional aid. Incongruent bureaucratic processes commonly inhibit the effectiveness of workforce training, and policy requirements are not clearly communicated to training seekers, financial aid administrators, and private entities. If the goal is to increase the number of job seekers that participate in high-quality training programs, more can be done to improve the coordination between the Department of Labor and these groups.     This document lays out a plan for the cost-benefit analyses (CBAs) that will be conducted for up to six of the nine Pathways for Advancing Careers and Education (PACE) programs. The Career Pathways Intermediate Outcomes (CPIO) study is evaluating the intermediate impacts and outcomes of the PACE programs. The CBAs cover the three-year period after study enrollment.

    The CBAs planned in this document will accompany and extend the related “what works” impact analyses of the CPIO study. This document will guide the estimation of the costs of providing the PACE programs and our comparison of these costs with gains in employment and self-sufficiency measured in the impact analyses.

    Findings from the CBAs—how program costs compare with observed benefits—will help policymakers assess whether to encourage continuation or potentially expansion of each program’s approach as part of national policy. (Author abtract)

More concerned about a level playing field for all, they worry less about the growing income and wealth disparity in our country. Ron Haskins and Isabel Sawhill propose a concrete agenda for increasing opportunity that is cost effective, consistent with American values, and focuses on improving the lives of the young and the disadvantaged. Creating an Opportunity Society offers the most complete summary available of the facts and the factors that contribute to economic opportunity. It looks at the poor, the middle class, and the rich, providing deep background data on how each group has fared in recent decades. Unfortunately, only the rich have made substantial progress, making this book a timely guide forward for anyone interested in what we can do as a society to improve the prospects for our less-advantaged families and fellow citizens.     This report presents 30-month impact results from a random assignment evaluation of the Young Adult Internship Program (YAIP), a subsidized employment program for young people in New York City who have become disconnected from school and work. Operated by various provider agencies, YAIP offers disconnected young people between the ages of 16 and 24 a temporary paid internship, as well as various support services.

    The YAIP evaluation was part of the larger Subsidized and Transitional Employment Demonstration, sponsored by the Administration for Children and Families in the U.S. Department of Health and Human Services. From July 2013 to March 2014, program staff assigned nearly 2,700 young people at random to either a program group, which was offered YAIP services, or to a control group, which was not offered those services. The YAIP evaluation measured outcomes for both groups over time to assess whether YAIP services led to better outcomes for the program group compared with those of the control group.

    This report, the second of two from the YAIP evaluation, examines whether the program improved young people’s outcomes 30 months after study enrollment. An analysis of youth outcomes indicates that young people in the program and control groups were faring similarly after 30 months, with program group members slightly more likely to report employment on a survey administered roughly 30 months after random assignment. However, administrative data did not show employment effects, suggesting that the program may have increased informal or independent employment. A cost analysis found that the program cost $5,431 per participant, which is at the lower end of the spectrum of costs of similar programs. (Author abstract)
