    In 2000, HUD, in recognition that any solution to homelessness must emphasize housing, targeted its McKinney-Vento Act homeless competitive programs towards housing activities. This policy decision presumed that mainstream programs such as Medicaid, TANF and General Assistance could pick up the slack produced by the change. This study examines how seven communities sought to improve homeless people’s access to mainstream services following this shift away from funding services through the Supportive Housing Program (SHP). By examining the different organizations used and activities undertaken by communities to maximize homeless people’s access to mainstream benefits and services, this study provides communities with models and strategies that they can use. It also highlights the limits of what even the most resourceful of communities can do to enhance service and benefit access by homeless families and individuals. (author abstract)

    This report presents baseline and process study findings of an evaluation of the Urban Alliance high school internship program, which provides training, mentoring, and work experience to high school seniors from distressed communities in Washington, DC, Baltimore, Northern Virginia, and Chicago. The report, which focuses on the program's operations in DC and Baltimore in the 2011-12 and 2012-13 program years, explains the internship program model and its various components; describes the characteristics of youth participants; and presents findings from dozens of interviews and focus groups with program staff, youth, job mentors, and other stakeholders.     Although it is perceived that many welfare offices are using intermediaries to link welfare recipients with jobs, very little is known about how widely they are used, who these intermediaries are, how they operate or the issues they face in linking welfare recipients with jobs.  To better understand the characteristics of intermediary organizations and their role in current welfare reform efforts, the U.S. Department of Health and Human Services, Office of the Assistant Secretary for Planning and Evaluation (ASPE) contracted with Mathematica Policy Research, Inc. (MPR) to conduct the exploratory research documented in this report.  This research has four purposes:

    1. To describe the characteristics of intermediaries
    2. To describe the key decisions local welfare offices have made regarding the use of intermediaries

    The devolution of responsibility from the federal government to the states for developing and implementing assistance policies for needy families has spawned a broad range of approaches to transforming the welfare system into a work-based assistance system.  To capture the way intermediaries function in these diverse policy environments, information for this study was gathered through site visits to 20 sites, one urban and one rural in each of ten states.  Sites were selected to provide broad regional representation; a mix of large, medium, and small TANF caseloads; different approaches to moving welfare recipients into employment; and a diversity of administrative and service delivery structures.  Site visits were conducted between April and August 1999 by researchers from MPR and our subcontractor, the National Alliance of Businesses (NAB).     The enactment of Title V, Section 510 of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 significantly increased the funding and prominence of abstinence education as an approach to promote sexual abstinence and healthy teen behavior.  Since fiscal year 1998, the Title V, Section 510 program has allocated $50 million annually in federal funding for programs that teach abstinence from sexual activity outside of marriage as the expected standard for school-age children.  Under the matching block grant program administered by the U.S. Department of Health and Human Services (DHHS), states must match this federal funding at 75 percent, resulting in a total of $87.5 million annually for Title V, Section 510 abstinence education programs.  All programs receiving Title V, Section 510 abstinence education funding must comply with the “A-H” definition of abstinence education.

    In the Balanced Budget Act of 1997, Congress authorized a scientific evaluation of the Title V, Section 510 Abstinence Education Program.  This report presents final results from a multi-year, experimentally-based impact study conducted as part of this evaluation.  It focuses on four selected Title V, Section 510 abstinence education programs:  (1) My Choice, My Future! in Powhatan, Virginia; (2) ReCapturing the Vision in Miami, Florida; (3) Families United to Prevent Teen Pregnancy (FUPTP) in Milwaukee, Wisconsin; and (4) Teens in Control in Clarksdale, Mississippi.  Based on follow-up data collected from youth four to six years after study enrollment, the report presents the estimated program impacts on youth behavior, including sexual abstinence, risks of pregnancy and sexually transmitted diseases (STDs), and other related outcomes.
