    A great deal of research has explored welfare agency caseworkers, especially how they use discretion. Paperwork in county welfare bureaucracies, however, is often taken-for-granted by caseworkers and researchers studying welfare. In this case study of a county welfare program in rural North Carolina, I focus on how caseworkers use paperwork through document analysis, interviews, and observation data. My findings illustrate caseworkers spend far more time on paperwork than they actually spend assisting program participants find employment. Finally, I show how caseworkers use paperwork to feel effective in a job that offers little to help clients move from welfare to work.  (author abstract)

    The engagement of families in child welfare services is critical for successful outcomes related to safety, permanency, and child and family well-being. Motivational interviewing (MI), an effective approach to working with individuals struggling with alcohol and drug addiction, has great appeal for use with families involved with the child welfare system. Consequently, many social service agencies are beginning to integrate MI into their training curriculum. However, research has shown that training in MI alone is not enough; ongoing coaching is crucial in order to transfer learned MI skills into practice. The current study employs qualitative interview data from case-workers in order to examine the implementation of MI and long-term coaching within the child welfare system. Findings showed that MI can be implemented successfully within the child welfare system, and that caseworkers believed MI, supported by ongoing coaching, to be a valuable tool in engaging families in the assessment process.(author abstract)

    Work Support Strategies (WSS) is a multiyear, multi-state initiative to implement reforms that help eligible low-income families get and keep a full package of work support benefits, including Medicaid, nutrition assistance (SNAP), and child care assistance. This report describes North Carolina's accomplishments and lessons learned during the initiative's first year. In this planning year, North Carolina broke down state program silos and instituted a review board to assure cross-program input to policy changes. The state engaged with counties around the implementation of a new benefits eligibility system and encouraging innovation in business processes and piloted alignment of program certification dates.     In this dissertation, I explore the role of values and moral judgments in credit markets. I focus on the frequenting of “fringe banks,” controversial institutions that serve those who have limited access to mainstream credit markets as a result of poverty and/or poor/no credit history. Among other intriguing results, I find compelling evidence that there are persistent statistical differences in payday and pawn loan usage across racial and ethnic groups that cannot be explained by disparities in wealth and credit access. Instead, I argue that they are the result of variations in the perception of the propriety of such loans, variations that have their root in the legacy of racial discrimination in mainstream credit markets in the United States. To make this case, I utilize both quantitative and qualitative data as well as a variety of novel statistical techniques. I analyze cross-site multi-wave survey data collected by The Center for Community Capital, The National Opinion Research Center and The Annie E. Casey Foundation.     This report explores one key dimension of access to public benefits—the application and eligibility determination process. Of particular interest is how local-level administrative procedures and operations may generally affect eligible families' access to benefits. Special consideration is given to exploring these issues as they relate to immigrants and limited English speakers.

    The four major public benefits programs examined in this study are Temporary Assistance for Needy Families (TANF), food stamps, Medicaid, and the State Children's Health Insurance Program (SCHIP). The findings presented are primarily based on site visits conducted between June 2001 and December 2001 in six different localities: New York City (five counties/NY), Dallas (Dallas and Tarrant Counties/TX), Seattle (King County/WA), Raleigh (Wake County/NC), Arlington (Arlington County/VA), and Sedalia (Pettis County/MO). The sites vary in terms of the overall size of their client base and the diversity of the immigrant population, and the way in which application and eligibility determination processes...
