The SSRC Library allows visitors to access materials related to self-sufficiency programs, practice and research. Visitors can view common search terms, conduct a keyword search or create a custom search using any combination of the filters at the left side of this page. To conduct a keyword search, type a term or combination of terms into the search box below, select whether you want to search the exact phrase or the words in any order, and click on the blue button to the right of the search box to view relevant results.

The SSRC Library includes resources which may be available only via journal subscription. The SSRC may be able to provide users without subscription access to a particular journal with a single use copy of the full text.  Please email the SSRC with your request.

    Employer engagement in Adult Career Pathways (ACP) programs can strengthen the efforts of adult educators to help learners attain secondary credentials, transition to  postsecondary programs, achieve industry credentials, and secure family-sustaining employment. Whether employer contributions result in the development of workplace  relevant curriculum, career awareness activities, work-based  learning opportunities, or in-kind support for equipment and other resources, employer engagement is essential for ACP programs.     This report presents baseline and process study findings of an evaluation of the Urban Alliance high school internship program, which provides training, mentoring, and work experience to high school seniors from distressed communities in Washington, DC, Baltimore, Northern Virginia, and Chicago. The report, which focuses on the program's operations in DC and Baltimore in the 2011-12 and 2012-13 program years, explains the internship program model and its various components; describes the characteristics of youth participants; and presents findings from dozens of interviews and focus groups with program staff, youth, job mentors, and other stakeholders.     The analysis of data from 3,719 students in the Pathways for Advancing Careers and Education (PACE) evaluation highlights risk factors that disadvantaged students face in college success. The data indicates a strong relationship between college success and past educational experience; economic status; expected work hours; and expected part-time status. Findings also affirm the role of psycho-social factors - especially determination and confidence - in college success. Each program targeted and recruited different segments of the national population of disadvantaged adults. (author abstract)

The paper examines four different work-based learning strategies, illustrates key elements of success, identifies challenges, and makes policy recommendations to address those challenges.     This presentation draws on: 1) administrative program data collected from over 700 individuals participating in International Rescue Committee career programs (workforce development programs that are explicitly focused on supporting refugees – regardless of previous professional experience or educational background – to move into higher-skill, higher-wage jobs); 2) in-depth, semi-structured interviews with more than 40 refugees from nearly a dozen countries that have participated in International Rescue Committee career programs and; 3) interviews with nearly 20 program staff and key stakeholders that are implementing refugee-serving career programs. The paper examines several key issues including wage and job progression outcomes among IRC career program participants, issues and patterns surrounding enrollment in and attainment of industry-aligned credentials, variations among program model and intervention approaches, and variations in client engagement and outcomes in sector-specific programs that are aligned to key industries. The inclusion of qualitative interviews (clients and staff/stakeholders) adds depth and context to this analysis. Further, the paper presents some initial suggestions on how findings from this analysis could inform key workforce development policy decisions at the federal, state, and local level.
