    The Behavioral Interventions for Child Support Services (BICS) project aims to improve federally funded child support services by increasing program efficiency, developing interventions informed by behavioral science, and building a culture of rapid-cycle evaluation. The Texas Office of the Attorney General (OAG) and the BICS team developed an intervention designed to increase the percentage of employed parents who made payments during the first months after an order was established. The intervention, called Start Smart, was designed to inform parents about the likely delay in income withholding and to help them plan to make payments during that time. Start Smart used strategies from behavioral science to clarify the process and encourage parents to make required payments. Start Smart was implemented in four regions of Texas: Amarillo, Dallas, El Paso, and Paris/Tyler.

    Start Smart increased the percentage of parents who made payments in the first month after an order was established by 4.9 percentage points, from 56.5 percent to 61.4 percent. This difference is statistically significant at the 10 percent level (which suggests that it is due to the Start Smart intervention rather than random chance), and represents a 9 percent increase in payments made during the first month.     The persistence of disadvantage across generations is a central concern for social policy in the United States. While an extensive literature has focused on economic mobility for income, much less is known about the mechanisms for mobility out of poverty or material hardship. This study provides the first estimates of the intergenerational transmission of food insecurity and poverty status from childhood into early adulthood. An advantage of studying the transmission of food insecurity is that it provides a direct measure of well-being compared to income-based poverty measures. In this study, we use panels of childhood and adult food security measures in the Panel Study of Income Dynamics over the survey years 1997 (using the Child Development Supplement) through early release data for 2017. Childhood food insecurity is associated with about 20 percentage points higher probability of food insecurity as an adult (or 10 percentage points conditional on income and wealth).     Research on neighbourhood effects indicates that neighbourhood poverty is related to educational outcomes of youth, however, much less attention is spend on studying neighbourhood and school effects simultaneously. Because the demographic composition of both contexts likely overlaps to some extent, it is possible that the effect both contexts have is not independent of each other. Throughout the early teenage years the neighbourhood and school contexts can vary, advocating for a life-course approach, including how the timing and duration of exposure to either contexts affect educational achievement. Using the Avon Longitudinal Study of Parents and Children (ALSPAC) birth cohort (N=4,502), we employed cross-classified multilevel models to examine the timing and duration of exposure to poverty in neighbourhood and school contexts between ages 10 and 16, to predict educational achievement of adolescents at age 16. However, for school poverty, both timing and duration play a role: longer exposure is related to lower achievement, but also exposure at an earlier age has a stronger impact than exposure at a later age. Finally, the lowest educational achievement was observed in adolescents who were exposed to poverty in both contexts for the full observation period. In sum, our analyses indicate that, when studying contextual disadvantage, it is crucial to consider how variations over time in different contexts might be related and how they might influence the study.     This study brief describes an alternative to the civil contempt process intended to increase engagement and consistent and reliable payments among noncompliant noncustodial parents. The Procedural Justice-Informed Alternatives to Contempt (PJAC) demonstration project was developed by OCSE to adapt and apply principles of procedural justice to child support compliance eforts. Procedural justice is also referred to as procedural fairness. It is “the idea that how individuals regard the justice system is tied more to the perceived fairness of the process and how they were treated rather than to the perceived fairness of the outcome.” This approach has produced notable increases in compliance and long term rule-following behavior in criminal justice and judicial settings.
