    This brief summarizes the experiences of leaders and staff from eight career pathways programs that participated in the Pathways for Advancing Careers and Education (PACE) Evaluation. Based on firsthand accounts, the brief describes how staff perceived the benefits of participating in the randomized controlled trial (RCT) evaluation, the challenges they experienced—in particular recruiting study participants and implementing its random assignment procedures—and how they overcame challenges. The brief then describes lessons staff learned from participating in PACE. The insights presented below will be helpful for future evaluation teams as they approach potential study sites, as well as for programs considering participating in a rigorous evaluation.     This report assesses the implementation and early impacts of Year Up, a national sectoral training program for young adults aged 18-24. Year Up aims to help low-income, low-skilled adults access and complete training leading to employment in high-demand, well-paying occupations. It is among nine programs Abt Associates is evaluating in Pathways for Advancing Careers and Education (PACE)—a study sponsored by the Administration for Children and Families. Operated by an organization of the same name, Year Up provides young adults with six months of full-time training in the IT and financial service sectors followed by six-month internships at major firms. The full-time program provides extensive supports—including weekly stipends—and puts a heavy emphasis on the development of professional and technical skills. Using a rigorous research design, the study found that young adults with access to Year Up had higher average quarterly earnings in the sixth and seventh quarters after random assignment—the confirmatory outcome selected to gauge Year Up’s overall success for this report....

Compared to control group members who were not able to access the program, treatment group members also were more likely to report that their classes used active learning methods, taught life skills, and were relevant to their lives and careers. Facilitated  by Sheena McConnell (Mathematica Policy Research), this session opened with an explanation of the conceptual and evidence-based underpinnings of coaching, and then featured presentations from three practitioners overseeing coaching programs in San Francisco, CA; Southeast Michigan; and Ramsey County, MN. Various methodologies were used across the presentations.     This study provides the most comprehensive view to date of young people approaching the transition to adulthood from foster care in the wake of the federal Fostering Connections Act. This Act extended the age of Title IV-E eligibility from 18 to 21 for foster care youth. This study focuses on the state of California, an early adopter of the new policy that also has the largest foster care population in the U.S. The study addresses whether extending foster care past age 18 influenced youths’ outcomes during the transition to adulthood; what factors influence the types of support youth receive during the transition to adulthood in the context of extended foster care; and how living arrangements and other services that result from extending foster care influence the relationship between extending care and youth outcomes.     To help individuals successfully reenter society after time in jail, the U.S. Department of Labor (DOL) awarded $10 million in grants to 20 local workforce development boards (LWDBs) in June 2015 for the Linking to Employment Activities PreRelease (LEAP) initiative. Central to the LEAP initiative was creating jail-based American Job Centers (AJCs) with direct linkages to community-based AJCs. A complex array of factors including jail and local community characteristics influenced the development and operations of jail-based AJCs as well as the experiences and outcomes of participants (Figure ES.1). The overarching goals were to increase participants’ work readiness at the time of release, increase employment after release, and reduce recidivism; additional goals for the pilot initiative included demonstrating that corrections and workforce agencies could effectively collaborate to provide pre-release services, generate lessons learned around promising strategies and common challenges that could inform future efforts; and identify ways for grantees to sustain the jail-based AJCs...

The grants covered 9 months of planning and 15 months of service delivery, with many grantees receiving up to a one-year no-cost extension to finish spending down remaining grant resources. Grantees were geographically diverse, located in 13 states across 5 DOL regions, and involved a total of 22 county jails.

    Workforce development, corrections, and other partners, as well as participants, identified many successes along with significant challenges and promising strategies to address them. The qualitative evidence collected through this implementation evaluation suggests that introducing new services, partnerships, and ways of thinking about reentry hold promise for lasting effects on the workforce and corrections systems in some sites. The experiences of the LEAP grantees highlight important lessons learned and some areas for continued refinement or potential replication in similar or different contexts. Although this implementation evaluation cannot make causal claims, the evidence suggests that it is possible to use jail-based AJCs to link participants to post-release services and that this may be a promising approach to support returning individuals in successful reentry.
