    The centerpiece of the assessment of American Indian and Alaska Native (AIAN) housing conditions is the first ever national survey of American Indian and Alaska Native households in tribal areas. This survey sampled 1,340 AIAN households from 38 tribal areas and achieved a response rate of 60 percent. The survey offers information not available in existing census data sources, including estimates of electrical and heating problems, physical conditions problems, and the extent of "doubling up" among AIAN households in tribal areas. The report contextualizes data from the household survey with information on demographic, social, and economic conditions and regional and historical comparisons based on the 2000 and 2010 decennial censuses and the 2006-10 American Community Survey (ACS). Analyses show that housing conditions are substantially worse among AIAN households than among all U.S. households, with overcrowding in tribal areas being especially severe. Nominal dollars for the Indian Housing Block Grant have not been increased since 1996, however, leading to a substantial decrease in buying power. Limited funding is a key constraint for many tribes who could increase their rate of housing production if they had more funding. (Author abstract)

    This report for the Department of Labor examines Self-Employment Assistance (SEA) programs, which help qualifying unemployment insurance recipients set up a business in lieu of seeking a new job. In addition to providing a weekly self-employment allowance, SEA programs typically partnered with other organizations to provide participants with important business development supports, including counseling, mentoring, or training. Researchers examined states’ motivation for establishing SEA programs, states’ experiences with implementing a program, and outcomes of SEA participants and their businesses. (Author abstract)

    The health care industry is surging. It is the country’s fastest-growing industry and produces the highest demand for middle-skill jobs—positions that require some postsecondary training but not necessarily a four-year degree. Middle-skill jobs can mean higher wages, job satisfaction, and the next step on a career pathway for low-skilled workers in entry-level jobs. The health care industry is ideal for developing a pipeline to move lower-skilled workers into middle-skill jobs.

    Current research suggests that to be successful, employers should play an active role in developing these pipeline initiatives. Many employers have done so over the past 10 years through investing in entry-level skill training, developing current worker training, or providing retention specialists and coaching.

    Our report focuses on the different perspectives employers had of their role in workforce initiatives that create pipelines for middle-skill jobs. Better understanding employer perspectives can help workforce organizations, employers, and funders engage other health care employers in...
