    To help individuals successfully reenter society after time in jail, the U.S. Department of Labor (DOL) awarded $10 million in grants to 20 local workforce development boards (LWDBs) in June 2015 for the Linking to Employment Activities PreRelease (LEAP) initiative. Central to the LEAP initiative was creating jail-based American Job Centers (AJCs) with direct linkages to community-based AJCs. A complex array of factors including jail and local community characteristics influenced the development and operations of jail-based AJCs as well as the experiences and outcomes of participants (Figure ES.1). The overarching goals were to increase participants’ work readiness at the time of release, increase employment after release, and reduce recidivism; additional goals for the pilot initiative included demonstrating that corrections and workforce agencies could effectively collaborate to provide pre-release services, generate lessons learned around promising strategies and common challenges that could inform future efforts; and identify ways for grantees to sustain the jail-based AJCs...

The grants covered 9 months of planning and 15 months of service delivery, with many grantees receiving up to a one-year no-cost extension to finish spending down remaining grant resources. Grantees were geographically diverse, located in 13 states across 5 DOL regions, and involved a total of 22 county jails.

    Workforce development, corrections, and other partners, as well as participants, identified many successes along with significant challenges and promising strategies to address them. The qualitative evidence collected through this implementation evaluation suggests that introducing new services, partnerships, and ways of thinking about reentry hold promise for lasting effects on the workforce and corrections systems in some sites. The experiences of the LEAP grantees highlight important lessons learned and some areas for continued refinement or potential replication in similar or different contexts. Although this implementation evaluation cannot make causal claims, the evidence suggests that it is possible to use jail-based AJCs to link participants to post-release services and that this may be a promising approach to support returning individuals in successful reentry.     This Analysis Plan is for the second round of reports, covering three years after random assignment. This is the second supplement to the Evaluation Design Report (Abt Associates 2014), which provided general plans for the PACE evaluation. The first supplement (Abt Associates 2015) was the Analysis Plan for the PACE Implementation and Early Impact Study, covering each program’s implementation and impacts in the first 18 months after random assignment. This Analysis Plan provides more details than the earlier documents for the third-year analyses, including detailed specification of the participant outcomes measured.

    This presentation draws on: 1) administrative program data collected from over 700 individuals participating in International Rescue Committee career programs (workforce development programs that are explicitly focused on supporting refugees – regardless of previous professional experience or educational background – to move into higher-skill, higher-wage jobs); 2) in-depth, semi-structured interviews with more than 40 refugees from nearly a dozen countries that have participated in International Rescue Committee career programs and; 3) interviews with nearly 20 program staff and key stakeholders that are implementing refugee-serving career programs. The paper examines several key issues including wage and job progression outcomes among IRC career program participants, issues and patterns surrounding enrollment in and attainment of industry-aligned credentials, variations among program model and intervention approaches, and variations in client engagement and outcomes in sector-specific programs that are aligned to key industries.     This document lays out a plan for the cost-benefit analyses (CBAs) that will be conducted for up to six of the nine Pathways for Advancing Careers and Education (PACE) programs. The Career Pathways Intermediate Outcomes (CPIO) study is evaluating the intermediate impacts and outcomes of the PACE programs. The CBAs cover the three-year period after study enrollment.

    The CBAs planned in this document will accompany and extend the related “what works” impact analyses of the CPIO study. This document will guide the estimation of the costs of providing the PACE programs and our comparison of these costs with gains in employment and self-sufficiency measured in the impact analyses.

    Findings from the CBAs—how program costs compare with observed benefits—will help policymakers assess whether to encourage continuation or potentially expansion of each program’s approach as part of national policy. (Author abtract)
