    This brief discusses how 7 of the 12 Phase I grantees who were not awarded Phase II grants are working to sustain efforts in their community to prevent homelessness based on the planning accomplished during Phase I. Sustainability efforts were discussed in individual phone calls with the Phase I project director and/or project manager in November and December 2015, as most Phase I grantees were preparing to submit their final Phase I grant report.     Youth and young adults with child welfare involvement face significant challenges in their transition to adulthood—challenges that increase their risk of becoming homeless. Evidence on “what works” for youth in foster care or young adults formerly in foster care is limited (Courtney et al. 2007). To expand this evidence base, the Children’s Bureau (CB) within the Administration for Children and Families (ACF) developed a multi-phase grant initiative for planning, implementing, and evaluating comprehensive service models intended to prevent homelessness among youth and young adults with child welfare involvement. The funding opportunity announcement (FOA) for the first phase of this initiative was called “Planning Grants to Develop a Model Intervention for Youth/Young Adults with Child Welfare Involvement At Risk of Homelessness” (Phase I).

    This brief discusses the capacity strategy associated with "The Framework to End Youth Homelessness: A Resource Text for Dialogue and Action," (USICH, 2013) (herafter referred to as the “Framework”) and how the strategy was implemented by YARH Phase I grantees (Figure 1). This framework expanded on the 2010 strategic plan, “Opening Doors,” which was geared toward preventing homelessness among multiple populations (USICH, 2010). The 2013 framework targets the specific challenges and needs of homeless adolescents as they transition to adulthood. It presents a data strategy, a capacity strategy, and an intervention model designed to prevent and eradicate homelessness among unaccompanied youth. The information in this brief comes from grant applications, semi-annual progress reports submitted by YARH grantees, and two-day site visits with each grantee in January – March 2015.     Child care can be an insurmountable barrier for low-income parents seeking education and training so they can get better jobs to support their families. Helping families with child care can also be challenging for programs trying to help these parents get ahead. Despite funding and policy barriers, there are programs that have taken on this challenge. This brief summarizes a longer study and lays out six steps that local and state programs can take to address the child care needs of parents in education and training. This is part of the Urban Institute’s series of reports from the Bridging the Gap project, which focuses on what we know about the child care needs of parents needing education and training.     Quality Rating and Improvement Systems (QRIS) — a strategy to improve families’ access to high-quality child care — assess the quality of child care programs, offer incentives and assistance to programs to improve their ratings, and give information to parents about the quality of child care. These systems are operating in a growing number of states — 22 states had statewide QRIS and four additional states had QRIS in one or more of their communities as of 2010.

    The development and implementation of QRIS is also a central component of the Race to the Top-Early Learn­ing Challenge — a federally funded competitive grant program that encourages states to strengthen their early learning systems — which will likely spur addi­tional states to establish new or expand existing QRIS. In most states, child care programs participate on a voluntary basis, although a few states require all regulated programs to participate. Despite these variations in their QRIS, states share a common objective of encouraging better child care options so that more families have access to high-quality child care that will support their children’s learning and development.

    Given that QRIS are used in a growing number of states and communities, it is helpful to examine the range of approaches these states and communities are taking in designing and implementing QRIS. It is also important to examine the opportunities and barriers for QRIS in achieving the goals of improving the quality of child care and increasing access to high-quality child care for families, particularly for the most vulnerable families. QRIS can be a tool for improving the quality of care accessed by low-income families who cannot afford high-quality care on their own. To gain more insight into different strategies for shaping and implementing QRIS, the Center for Law and Social Policy (CLASP) and the National Women’s Law Center (NWLC) interviewed 48 child care center directors from nine states about their experiences with QRIS. The directors offered valuable perspectives on what is working in their QRIS and how the systems could be improved. (author abstract)
