    In the United States, the Great Recession was marked by severe negative shocks to labor market conditions. In this study, we combine longitudinal data from the Fragile Families and Child Wellbeing Study with U.S. Bureau of Labor Statistics data on local area unemployment rates to examine the relationship between adverse labor market conditions and mothers’ experiences of abusive behavior between 2001 and 2010. Unemployment and economic hardship at the household level were positively related to abusive behavior. Further, rapid increases in the unemployment rate increased men’s controlling behavior toward romantic partners even after we adjust for unemployment and economic distress at the household level. We interpret these findings as demonstrating that the uncertainty and anticipatory anxiety that go along with sudden macroeconomic downturns have negative effects on relationship quality, above and beyond the effects of job loss and material hardship.     Outcomes for youth from foster care have been found to be poor. The education and employment outcomes of youth and alumni of foster care served by transition programmes located in five major US cities were examined. Data were collected by case managers and reported to evaluators quarterly on 1058 youth from foster care for over 2 years. Job preparation, transportation, child care, education support services and life skills were the most common services provided to youth. During the 2-year study period, 35% of participants obtained employment, 23% obtained a General Education Development or diploma, and 17% enrolled in post-secondary education. It was found that the longer the youth were enrolled, the more education and employment outcomes they achieved. Further, job preparation and income support services were associated significantly with achieving any positive education or employment outcome.     This report addresses two questions: 1) What happens to homeless families who "graduate" from HUD-funded transitional housing (TH)? and 2) What factors affect housing, employment, and children's well-being after TH? Project sites included Cleveland/Cuyahoga County, Detroit, Houston/Harris County, San Diego City and County, and Seattle/King County. 195 families were interviewed as they left TH, with 179 (92 percent) completing 12 month follow-up interviews. Certain aspects of TH programs and the way that mothers used them affected mothers' education and employment immediately after TH and employment 12 months later. Having a housing voucher at TH exit was the strongest predictor of stable housing during the year following TH, but had no effect on employment outcomes. (author abstract)

The connections between child care and work, and the work oriented focus within the welfare system since welfare reform, have increased the need for links between the welfare-to-work and child care subsidy systems to ensure families receiving TANF and moving off TANF are connected to child care subsidies.     Despite the critical role child care subsidies play in welfare-to-work efforts, little research has examined how sites have approached putting these services together for families. The Urban Institute engaged in a multiyear study to help fill the information gap about the complex interactions of these two systems on behalf of welfare families (box 2). This study occurred in three phases.

    The first phase, conducted in 2001, examined these issues from the perspective of welfare-to-work and child care administrators and staff in 11 local sites, and documented how these systems were set up and connected, the factors that aided or impeded coordination between the systems, and the processes TANF clients needed to complete as they moved through the welfare-to-work and child care subsidy systems while on welfare.     The second phase of the study examined a range of issues around subsidy use among parents who leave TANF. It included data from these 11 sites, as well as an examination of research on welfare leavers and subsidy patterns, a review of state policies regarding child care subsidies for welfare leavers for a range of states, and interviews with national experts to discuss the retention of child care subsidies as parents transition off cash assistance.     The third phase used focus groups in four of the 11 sites to explore the connections between the welfare-to-work and child care systems from the perspective of parents. These focus groups were made up of parents currently receiving TANF and child care subsidies, as well as parents who had left TANF within the previous year and were still receiving child care subsidies.     This document highlights overarching issues and themes that emerged from all three phases of this study, including those facing administrators and agencies working to provide these services to parents, and the implications of these issues for TANF clients and their children. (author abstract)
